The info is provided by participating highway authorities and some maintenance companies. It get's traffic status using google. Very useful site to use to help plan and tweak a journey and see why there is a delay. Also tells you when the roadworks should last until and if they have temp traffic lights setup.

I note that Gigaclear participate and are very accurate - They moved some locations this morning and already the site is bang-on accurate, right to the very house their lights are at!
