That looks a long way from road legal in this country, before you start looking at things like pedestrian safety (the wipers look like a bad finger trap hazard even by '70s standards).

I hope that is just some old Russian car they modded to use as a development mule.

We can only hope. It does look rather well presented for a mule though.
