It says nothing about 3rd line at below 70.
It purely says no speeding.

Guys, read the offical statement of what the scheme is !.. It doesn't not say anything about the fast lane!!!!. The FAST lane also doesn't exist, its the outside lane and has got nothing to do with speed in the eyes of the law.

yeah this is dodgy journalism spinning things at their worst. a safety partnership would never encourage driving at 70 in the fast lane as it may be against the law if you're not overtaking??
the only way to reduce speeds on a mway is to get a coppa to sit in the middle lane doing exactly 70mph so no-one can pass, or putting speed cameras up. i'm not sure what this scheme will accieve - asking motorists to put a sticker up to say 'i'm not breaking the speed limit' then not braking the speed limit - the sorta people who will apply would be those who woudlnt brake the speed limit anyway?
