I like to put a new PSU in with all/mostly new components.
As equipment changes and many items now draw more current than before, I'm not about to take many chances.

I dont usually buy a new psu until i need more power or until my existing psu is 2 years old.
One PSU generally lasts a couple of builds, so i guess i'm a "re-user", although it would be fair to say that i get a new one every now and again too. If it's a serious (ie complete revamp) new build then i will shell out for a new one.
Once again, it's graphics cards that dictate
I tend to keep old systems intact as second pc's rather than butchering them for parts, so it's almost always a new PSU for each build for me.
I always buy a new PSU for new systems or major overhauls.
used to upgrade with the new pc, treated it like the case and psu were one item. now iv got a descent psu that has changed though, and its been braought across from previous build

With a new build i would buy a new PSU as it is one of the most overlooked parts.
Like others it depends, if am just upgrading without anything serious, then ill stick with the PSU i have now.
If its a major upgrade or complete new build, then I buy a new PSU.
as a rule with mine i generally upgrade my psu when i upgrade the rest of my machine although i didn't do so this time round a new corsair psu is on the shopping list to replace my hiper (preferably before it goes bang )
if im doing a computer for some one else i mainly just use the psu that comes with the case as they tend to be cheap low demand machines so ain't so critical in that area
family members tend to get my old psu mainly as they also get the rest of the machine although my dads got a new corsair vx 450w as his was a completely new build
