Anyone know the best, quiet (below 30db, preferably around 21db) red LED fans. I'm willing to not have any LED's if the actual fan is red or black. But i'd prefer red LED ones.

yup, CM 120mm LEDs are good vfm & pretty quiet esp. if undervolted.
Led fans probably aren't going to be designed with quietness in mind, the clear brittle plastic tends to make a higher pitched vibration. You may as well just get any led fan and undervolt it

What size are you after?
This 120mm spins at 1200rpm on stock voltage, I wouldn't believe that 22db rating for a second but brought down to 5V and probably about 500-600rpm it will be quiet

My Antec 900 case has its stock fans in it. I don't consider it silent, but it's quiet enough for me.
I'm not into undervolting, as i'm more interested in airflow than in silence, so those CM fans should be alright, and i guess at a similar level of noise to my current stock fans.
The red Antec 120's I've got in my worsktation are virtually silent at 5v, but not the queitest at 12v if I remember correctly (though they've been at 5v for years now, so I can't entirely remember!).
have you thought about sticking some red led's behind a standard black fan just for something a little bit crazy, it could be crap, i don't know it might well work, it is about time people started moving away from blue, i am trying to. At the moment my case fades from red at the bottom up to blue at the top, a nice effect that will be complete when i replace the blue fans in my psu to red and theme my desktop to black and red. I have a copy of windows x64 pro that i cannot theme because it is an eval copy(damn you microsoft you bastards and you the makers of style xp) awsome operating system, crappy support.
+1 on the red coolermasters, the Akasa red fans are also very good, a little noisier but shift more air. you can always reduce the voltage a little
