Opening it shouldn't be hard, just a few screws. However WAIT a good while before you open if after it's been unplugged. PSUs have large capacitors in them that can hold a fair current for a while after being unplugged.

If you are lucky the fan will be attached via a normal or semi-normal clip and you can just swap them, otherwise you're going to need to solder or swap the connectors over or something. Another option could be sticking a resistor in the cable ala Zalman something like this:

Again probably be a soldering job unless it's a standard cable.

Disclaimer - do it at your own risk, blah blah blah, if you kill yourself in the process it's not my fault

I would try to RMA it first if still under warranty.

Otherwise, looking at pic on the following page - it's a 2 pin connector in the psu

    http://www.silentpcreview.com/article226-page4.html

IMO best way to discharge psu is to unplug from mains, then connect green and black pins in main ATX connector by bending a paperclip and put one in end in each connector. Then switch psu on - you can leave it on overnight.

    copied disclaimer from above

Edit: the fan controller in the Seasonic is supposed to be very good so you shouldn't need a resistor cable unless there is something wrong with the fan controller.

Knowing me i would fry like a kipper if i tried this, ill skip it. Also i worked out what it was, when PSU fan gets to a higher speed it turns my case into a big vibrator. I need some rubber protection .

    Cheers for the input though

I have two of these (recent purchase so the latest model) and they are very quiet and vibration free. If yours is under warranty -and I expect it is, - get it replaced.
Try to make each and every day the best it can be.
