Edit: However this fix could be at the expense of removing ground to the chassis, so does this indicate there is a ground potential issue with the riser board that is causing the problem? If so I wouldn't be surprised if there is a rev2 of those boards soon with improved circuitry. So long as the riser card can still be grounded via internal mount screws and/or the pcie connection (which presumably has a ground on it) then it will hopefully be ok. Otherwise there is a small risk of electrical noise and/or static shock when tinkering if charge hasn't dissipated.
