CPU Fan ->
Is it 60mm ? If so get yourself a 80 -> 60mm fan adaptor and fit a quiet 80mm fan to it at 7v. Available from www.thecoolingshop.co.uk or www.overclock.co.uk
Other system fans ->
7Volt them, very simple to do with 4 pin molex connectors... with 3 pin fans u can buy pre-made 7V adaptors (available from various places such as maplins etc).
Northbridge Fan ->
Replace it with a Zalman copper northbridge fan. It's fanless and looks great. about £5 from www.thecoolingshop.co.uk
Graphics Card - >
get a Zalman fanless heatpipe cooler from www.thecoolingsthop.co.uk or maplins

Watch out with the 80mm @ 7v might not be enough airflow to cool the heat sink? I suggest getting an athlon 17/1800 or duron 1.4-1.6 and buy a big heatsink with 80mm fan and 7v then ;-)

I have an XP1700 @ XP2400 @ 1.6V.
It's cooled by a Coolermaster X-Dream SE @ LOWEST fan setting and my CPU is currently idling @ 38 degrees C according to my external temperature probe.
It will cool fine, trust me

samsung, seagate, and maxtor hard drives are meant to be the quietest, with samsung apparently the quietest out of those 3...
you could get an epia m6000 which uses a passive heatsink. (or a p3-500 socket 370 with passive heatsink)...

Seagates are the quietest, Barracuda ATA V being first.
I use the SilentDrive for my WD1200JB drive - it virtually elimates ALL noise from the drive, but you lose a 5.1/4" bay. It's the same one as here: http://www.kustompcs.co.uk/product.php?view=3807, but you can get it from other places too.
