are you looking for something like this?....

    http://www.maplin.co.uk/module.aspx?...=2457&doy=9m12

thats one of the more expensive ones, there are other cheaper ones on the site,

bear in mind that most psus have a switch on the back, the wire can be easily unplugged and you can also switch off at the mains...if someone whats to turn off your pc, they will find a way. I have been known to go to a buildings circuit breaker before to power off someones alarm clock, not the best way admitedly, but it worked

Another posibility is using a USB drive. It's possible that you can have a pen drive, that needs to be inserted to get through the POST, before you reach windows. By removing it, you "lock" windows, and can re-access the machine by re-inserting it.

Easiest way is break one of the leads to the on switch and put a key switch in there. Or even easier, by a kettle lead with the wrong end on, and an adaptor, hide the adaptor when you dont want people to use it.

Or easier still, put a password on boot up (been an option in the bios of every post 96 ish machine ive seen)

A simple key on/off switch won't work because it latches. You'll have to do it something like this:

    + o-------- Normal push switch ---- Key switch --------o -

My favourite way is to put GRUB with password protection on a pen-drive and boot from that
