Ah, yes, but only qualified to work with Scottish electricity, not necessarily English!
But, being serious, it's great to have a qualified electrician on hand on the boards. I am a chartered electrical engineer, which is fine for the theory and design, but it needs an electrician to put the theory into practice, in all situations.
(And for the 'tricks of the trade' running cables through generally inaccessible void space but then I guess that's what the electrician's mate is for)

The wiring regs in England are different to Scotland and different again to Wales. Worth flagging that the latest 2013 Wiring Regs (17th Edition) have some draconian requirements for inspecting and signing-off even mundane works that you previously wouldn't have needed a qualified Electrician for.
Yes, it's getting close to something like Gas Safe regulations for electricians. Everyone must be approved.
It is a good idea as it ensures that no installation has dodgy wiring but will probably mean the end of cheap jobs / homers.
When I ran my own business, I would quote for a job fully installed and inspection and tested and would loose the work because some other sparky would do it cheaper without being inspected.
Customers always went for the cheap option.
