I have some suggestions - "Looking up", "Looking down", "Reflections" but hey, I dunno...

Colour is wider than BW because the number of situation that lends itself well to BW is less IMO. But hey keep the idea coming

I like reflection
How about avoiding a theme and encouraging people to photograph stuff they happen to come across. The theme title might be something like:
encounters with a camera phone.
The idea being that when you are out and about and see something interesting, you should snap it with a camera phone, or compact camera in your pocket. It should not be about going out to get a perfect shot of something.
Each picture would need a short explanation, like "I saw this moth resting on the glass doors of the office where I work" or "I was lucky enough to catch a dew covered cobweb in a bush when I was walking to the shops".
