Manually put these at 4-4-4-12 on 2.1V and happy.

What should I set the Bank Cycle Time (tRC) at?

Leave it at the AUTO/Default setting. You should not need to adjust this unless you are having stability issues.

But, your PC will still run while being unstable, just check with Prime95 to 100% make sure your PC is stable.

For me, even though my PC ran with tRFC of 43, it was not stable, so I had to put it up to 53 and it couldn't be more stable.

I have differing ideas about what is "stable" for different users. If it does everything the user asks of it and does not crash or have issues, then it is stable. If he did not build it to run Prime95 and has not OCed, then Prime95 is not absolutely necessary. For me personally, torture testing a PC that is not showing issues is a waste of time.
