Overclocked i5 4570 on H81 mobo
I was just messing around in my BIOS on the Gigabyte H81M-HD3 after updating it and decided to try turning the multiplier to 33 expecting it just not to work and reset back to 32. Behold I am fairly certain it worked. CPU-Z shows multiplyer as 33 and a speed of 3292.14 MHz which rounds to 3.3GHz. I was under the impression that this didn't work whats going on here?

Turbo goes up to x36 mutliplier. Within this range isn't considered overclocking as the CPU will be doing that anyway depending on core load. Most motherboards have the option to enable it regardless of core load as well.

I see, I just turned it up to 36 now, so are all the cores at 3.6 or is it like when you turbo some cores come down

Depends how you decide to set it in BIOS.

The Intel spec for maximum turbo frequency is to apply it to a single core only. Most motherboard manufacturers have a BIOS setting to allow all cores to run at the maximum turbo setting all the time, temperatures allowing. Which brand of motherboard do you have? I know Asus call the feature 'Multi-core Enhancement' - I don't know about other manufacturers.

Unfair that my B75 doesn't allow it.

Business boards should be locked down IMHO!
But don't worry, you're still running as fast as your CPU will turbo up to the pretty much the same speeds at stock, it's not really overclocking.
