So the tl;dr, is:

-IPC increase is 0% or less
-General perf is up by % of cores added, quite predictable
-Gains a fair bit (up to 30%?) FPS in games if the game can use more cores properly, averages about 10%
-Ryzen still offers more cores at each price point but the value statement is debatable by tasks performed

Well, anyone who was expecting anything different wasn't paying attention.
CoffeLake = KabyLake = SkyLake

Since they didn't change the architecture (all three are Skylake), the only way IPC could have increased is if they added extra cache or similar.

That they max turbo has increased for each lake does make it harder see this. As usually Hardware.fr did their comparison at the same frequency:

Unsurprisingly, the gains of hex vs quad core are mainly visible in apps, but even games gain a bit - 8.9% not that dissimilar to the gain Zen gets from 4C vs 6C.

Which I found odd, given that they're almost exactly the same speed as the previous generation of processors, just with more cores!

Also, they have a RotTR benchmark in there where a Ryzen 7 1800X destroys a bunch of Intel CPUs, which I found ... interesting? Is that just a game that loves lots of threads?

I'm pretty sure that game was the outlier before where intel destroyed amd. I think whats happened is either tomb raider was patched to run better with more cores or the revewer knew about the benchmark issues and chose to got an average fps during a random part of the actual game.

Update. I just checked and there was a ryzen patch.

There's a growing trend for avoid terms that have negative implications. It's everywhere. Like using positive-implication terms with actual negations attached is somehow better than just using the negative-implication words.

Basically down to power management and scheduling. A single core in isolation would be the same so strictly speaking the IPC has has not changed so 0% is correct, but viewed as a system a given job can take longer because eg thread migration from one core to another means caches don't work as well in programs tuned for 4 cores/threads.

From a layman's perspective, it is disappointing that these new 8th gen CPUs require a new motherboard.

That said the new i5 8400 appears to be a winner for (non-overclocked) gaming purposes and at quite a decent price point.

It'd be a great price point if the motherboard situation was sorted out. For the foreseeable future it's the same cost as the 1600X; and that delivers SMT, runs at the same speed, and can be overclocked (slightly)

I was really surprised to see just how well the Ryzen 5 1600 and 1600x did. My memory from the launch was that they were slower. Maybe its the AGESA updates and/or faster memory.
