There is always a small percentage of people who will react at a given frequency, also the length of exposure needed to bring about effects varies from person to person.
Eye strain also mainly comes from the flickering and constant focusing at one point.
Normally you constantly move your eyes about, this is done automatically and is not under conscious control.
As is the constant refocusing at different distances as you look around.
The flickering while may not be noticed consciously, it is noticed sub-consciously, the eyes automatically track movement and focus on it, so even if nothing is going on in the screen the flickering is causing your eyes to keep looking and focusing at it.
The constant flickering of the screen also causes you to blink less often which causes your eyeballs to dry out.
Some of these issues are fixed/greatly reduced by LCD screens as they don't flicker, however not all of them are.
This is why I got so annoyed by some lcd monitor models which actually added a flicker to the back light to improve the refresh rate.
