What are you using the computer for? Gaming? Media editing? Casual internet browsing (god, I hope not with specs like that!)?

Are you looking for anything in particular - good colours, quick response rate, aesthetics?

It all comes down to what is right for you, not what is right for your spec

Re: Is this monitor decent enough?

For gaming I recently picked up a LG W2363D-PF which is probably the best value 120Hz monitor. I like zero lag, well controlled overdrive, reduced screen tearing, negligible ghosting / blurring and 16:9 1080p wide-screen resolution. Text seems fine with the sharpness setting reduced a bit. If you going to buy a TN panel for gaming then you might as well pay a small premium for the 120Hz. If you just want to learn photoshop techniques then any monitor will do the job. Your photographer types and graphic artists would generally avoid a TN panel opting instead for an IPS panel for improved colour accuracy and better viewing angles. Dell U2311 is IPS and still quite responsive for gaming. The U2412 is just released and is possible the lowest cost 24" IPS monitor that is similarly responsive and OK for gaming.
