eBay is a good source for cheap monitors, including 1080p ones. Technology hasn't changed much, so there's no real advantage in buying a brand new one.

The IPS224 from LG is a great monitor for the £100 region.

Also cheaper than the LG linked

IPS is a panel type. LED is a type of backlight. This IPS panel has an LED backlight. If you mean TN panels as opposed to IPS panels, then yes, TN panels have better response times and the technology is capable of faster refresh rates. However, in my opinion the trade off in image quality and viewing angle is not worth it. I use an IPS panel for everything including gaming, and would never go back to TN.
