Better display of better graphics card.

I notice screen tearing when my frame rate drops below 60fps I have a non freesync/gsync 27inc 1440p monitor I game at 1080p ideally would like to game at 1440p but my gpu can't without screen tearing even with dropping visuals. Would I be better off getting a $400 monitor freesync/gysnc or $400 gpu for 60fps gaming.

The GPU upgrade would give a more noticeable improvement in experience. Eventually you'll encounter the same issue again as games get more demanding, but going adaptive synch only buys you a little bit of syncronicity before you'll have to get a new GPU anyway.

Always gpu. That's the cake. A good monitor would be the cherry on top.

If you have a Nvidia card have you tried fast sync? https://www.techjunkie.com/what-is-nvidia-fast-sync/

    GPU upgrade.

I don't see a long future for traditional G-sync now that Intel are supporting Freesync. Monitors can last a long time, you don't want to buy into something as expensive as Gsync if is it fading.

AIUI your GTX 980 doesn't support Freesync, so if you update your monitor you need a new graphics card to go with it at the same time.

*If* your GPU supported Freesync I would say go for a monitor upgrade. Honestly, I had forgotten screen tearing was ever a thing.

Fast sync is for high frame rates, not cases like the OP where frame rate is < 60

that is true but my pc i5 6600k with geforce 970 does go below 60fps quite a lot and I don't see too much screen tearing with fast sync enabled, thought it might be worth a try only takes 5 minutes to enable and disable

Well sure, you can try it, but it shouldn't be beneficial until you're hitting 180 fps or so.
