    RS400-A and Celeron wont POST

Ive got an RS400-A with BIOS v1.1 that refuses to power up with a new Celeron D 356 CPU I just got for it, however, it will work fine with a P4 630 that I use in another system, but the Celeron wont work in that system, same problem (Intel D915GAVL board). Heatsink is cold, processor is cold, only the power supply fans, and drives come on, no Power LED or other signs of life. Certainly sounds like a processor issue to me but any input or experiences would be appreciated, as Ive never had a boxed Intel that was DOA.

Incidentally, The reason I am using the Intel board with the P4 630 is because the RS400-A frequently froze (around every 10min) when combined with that particular CPU and a SATA drive. It only crashed once when I used a PATA drive and had previously given a year of problem free service with a P4 505. I was unable to resolve this problem without switching boards.

    ECS RS400-A
    Seagate 120gb PATA
    1gb Corsair DDR 2700
    Antec 350w PSU
    Onboard video

I have various other video cards, psu's, memory modules, and processors to test with.

If CPU stays cold on both Boards it's a DOA.
