No, you have to earn them.
Wrong, there is a way to unlock level 65 (I have done it). The App is called "Easy Account" you should be able to find it with google. There are many different versions floating around, it's best to go to the forum where the developer posts updates and get it from there (can't remember what the forum was called)

with WAW there are some servers that give you 10000 per kill, do they still exist? siM you any better? i played you once with moogle!

oh for god sake! the patches are huge and i have downloaded 2 already (almost 2 gig) and not have to get 1.4 to instal 1.5 which is needed for 1.6!
