the non conjuration guy offers recharge in chorrol mage guild.
there are a few options, either goto an aeylid (thats probably not spelt correctly but ho hum) ruin and find some vala stones, one vala stone will recharge all your weapons, or find some soul gems and trap some souls, you can then use these to charge items, or the most costly is to get someone in the mages guild to do it for you.

you need a soul trap spell/scroll or if you can find umbras sword that has a soul trap enchantment on it, i would tell you where to find it but i can't remember and i'm not on my own computer so i can't find out for you sorry
Recharge them in any of the Mage guild buildings in any town! Also in Capital city Shops area. Plenty of shops specialise in it! Rhindirs staffs and that magical emporium I think!Originally Posted by weebroonieuk

thats the second mages guild ive visited and noone seems to offer me the choice of recharging things just spells occasionally am i missing something ?

Here is what i think you were.
there are two things i noticed 1 you have to join the guild (note you dont have to do any of the quests or any thing just join) and 2 it seems that only at a certain time of day do they offer that serves. not sure why.

Pimping/spamming your post count to qualify for Hexus rewards is a no-no! Please don't. Getting 5 posts legitimately isn't hard - there are lots of other sections where you can make useful contributions.
its been a long time since i gave a lifetime to Oblivion - but i found the sub quests alot more fun.
the Shrine where you find umbra (sword) is one of many, i think there's roughly 14 - each giving an overpowered item.
also - the level of enemy you are fighting will reflect on the size of the stone it fills, so if you have a LOT of empty large crystals - dont go killing wolves as you will get lesser charges in the large stones :S
