The DLC are paid for, however, I'd recommend Bring down the Sky (for ME1) & Liar of the Shadow Broker & Overlord DLC for ME2 (as well as Arrival, which I'm guessing is what happens between after ME2 and before ME3) if you want to save some pounds.

ATTN Mass Effect fans, BioWare has today revealed the details of the final bit of DLC for Mass Effect 2. As suspected, the DLC is entitled ‘Arrival’ and will bridge the gap between ME2 and the highly-anticipated Mass Effect 3 as Commander Shepard is sent to the edge of the galaxy to rescue an undercover operative who may have evidence of an imminent Reaper invasion that has been looming since the very beginning of the series. Returning and playing a prominent role in Mass Effect: Arrival is fan favorite Admiral Hackett, who is voiced by legendary science-fiction actor Lance Henriksen (Alien, Terminator).
“All year, we have been extremely honored and humbled by the reception we have received for Mass Effect 2 from players around the world, including our post release DLC”, said Casey Hudson, Executive Producer, Mass Effect series. “Mass Effect: Arrival is an exciting extension to Mass Effect 2 and will show players just how close the Reapers are to returning and completing their deadly harvest.”
The ‘Arrival’ content will be available for download on March 29, 2011 and will include three new achievements for the 360 and PC and three new (previously reported on) trophies on the PS3. The DLC pack will be available for 560 MS Points on Xbox 360, £5.49 on PlayStation Network and also available for PC for 560 BioWare Points over on their official website.

Basically the concept that you can't just buy a version that contains the entire product - i.e. Fallout 3 GOTY. Instead you've got to buy the game, and then do you buy the DLC separately in a shop or via Cerberus? And is all of the Cerberus content paid for? I seem to remember that there was free content in there, provided you'd bought the game first-hand.
There is the deluxe digital & collectors edition of Mass Effect, which does include dlc, but in the form of armour, weapons, zaed who is an extra player/campaign, but for LOTSB & OL dlc you have to pay for it. However, if you one of the people who purchased ME2 on the PS3 then all the dlc is included (so I've read). Basically, that is a yes to your question.
Nooo, definitely PC. That makes a bit more sense. I think the problem is largely the distinction between armour and weapons (which I don't really consider as DLC, it should've been included in the first place) and DLC that adds new missions etc.
Either way, it's all a lot easier if you can just get it all done and sorted in one fell swoop.

Yes, for ME1 that's how it was. It was either finish the game at the end or restart the game with the same character with the stats you had achieved so that you can increase it to the maximum level 50 cap in order to get the achievement bonus and import the character into ME2 with extra bonuses.
