I am thinking of buying DEUS EX. Which version is better - the PC or the PS3 one ?

PC version requires Steam though so you won't be able to sell it. And no, it's not a console port either. I guess if selling it is your primary aim, get the PS3 version.
It's not just PC...It's more a case of greedy software houses trying to cut out the second-hand games market.....even though they aren't prepared to drop prices to help.
They want to create disposable products but charge non-disposable prices.......all while releasing buggy software and charging for pre-release DLC that will give you a leg-up over someone who hasn't purchased it.

PC games are so cheap compared to what they used to be and given how much they cost, that they are probably fair one-user prices in terms of revenue recovery. It's certainly not greedy software houses, or they'd actually be making profits.
Like everything you just factor value (including depreciation/non-resale) in when making the decision to play a game - gaming is a luxury after all.
Actually, PC games are cheap as for the console counterparts, Sony or MS charge the software houses per game sold ?
Publishers releasing for those consoles would have to pay a licensing fee, yes. How much I don't know, accurate figures probably tucked up with NDAs.
