If console gamers are not too dumb to play this game, then the game will have failed in one of its key objectives. It is imperative that this game is too much for console gamers.

First thing is to define what you mean by "console gamers" also what you mean by FPS
Most are shooter game of consoles are not really tatical, they are spectacle. things like the old rainbow six games are more of a tatical simulator than a shooter and I can see the publishers view that the largest demographic of people don't want that.
They look action games not ones where you need to spend more time planning than actually running around the mission, shooting stuff.
And from what I remember of rainbow six if you try to just run around and shoot stuff that's a garrantied "you lose mission over"
But I am sad that publishers are only chasing the biggest demographic, there doesn't seem to be many publishers that are willing to take risks on neach market games or the smaller publishers there used to be that specialised on them.
The comparasion to Tim Schafer is good and it's worth mentioning that the money he raised is for the same basic reasons, publishers had already turned down his idea for a new adventure game . . .
It also brings up the way many smaller developers are going the self publishing route.

Console games and console gamers aren't what they used to be. Console games are just as adult and mature themed than any PC games these days.
In fact most PC games are console ports, so to say console gamers are dumb is to say PC gamers must be dumb also, maybe even more dumb for paying extra money to play ports
There's just not enough coin-op arcades anymore, anyplace.

There is a run down arcade near where I work, a few hundred yards south of central pier called slots of fun I think, that has a fair few old retro games, I kinda like going in there now and again for the retro rush.
