is there a way of telling steam *not* to bother downloading all of hl2 - seeing as ive got it preordered, id rather steam didnt sit there downloading x gig of stuff!

These dates can be true and the release may still be months away. There's bound to be things that are already decided on and wont change, so the preload can start with them. Best get things like that out of the way early to avoid congestion nearer release.
