Guild Wars one springs to mind, along of course with the entirety of the Zelda series
Two that haven't been mentioned that are personal favourites. Outcast (old game) and the recent Rayman Origins and Legends. Especially the Rayman Legends music based levels.
I don't know if im the only one but I have always been a fan for the soundtracks they compose the metal gear solid series, almost every game, bonus for Harry William gregsons music for metal gear solid 2
Castlevania: Symphony of the Night is an absolute masterclass in soundtrack design. Up there with the likes of Metal Gear Solid and Halo, if not higher, for me.
Hands down, Chrono Cross.
That soundtrack was a labor of love.

For me its gotta be the UT99 OST (In particular Run, Saveme, Firebr, Foregone Destruction, Mechanism eight, razorback) and also the Deus Ex theme, the original not the ps2 rerelease version, the extra instruments just sound awkward to me even though the actual audio is better.
Something about MOD music just sits right with me, or maybe Alexander Brandon (and the rest of the crew from UT99) are just really good at making use of it.
For ambiance I also like listening to some of the AC2 music from time to time, the music in AC2 in particular just seems to be well suited for it.
Thunderforce 4, Streets of Rage 2, Deus Ex, Sunset Riders, Gemini Wing, Space Harrier 2, Final Fantasy 7, Fantasy World Dizzy, Rainbow Islands ... definitely the more memorable stuff was arcade/earlier console for me.
Bosconian 87, Blues Brothers and Aliens (CPC) all did amazingly well given the limited processing power at their disposal. Waveform sound chips really were quite something. Shame we've gone completely to sampling.
LOTR BFME2 has great soundtrack, but then it is basically the orchestral score from the films so that probably doesn't count!

There are quite a lot to name and so it's pretty hard to conclude which one is the best aha!
However, two game OST's, which'll I'll make mention of are:
Halo [Hands down, some of the most emotional and action packed sound tracks you'll hear - not opinionated at all ]
More recently, Dustforce is a game that not only has a sweet soundtrack, but the game itself is face-paced and almost competitive which I enjoy!
