Check out Crytek's CryEngine, nice SDK and they have a fair few tutorials on there too: http://mycryengine.com/
If you're just starting out, you should check out Gamemaker. It's very simple to use and is a good way to start learning some of the basics, it can create some fun 2D games.
But otherwise either checkout Cryengine as said above or the Unreal engine UDK.
You should be able to find a lot of tutorials for these if you search Google or YouTube. Generally there are a few basic tutorials included in the software as well.
Depends really what you are looking to do. I would recommend doing some tutorials in a popular programming language like one of the C languages or Java (I would go for C# personally). I would suggest doing this even if you have no interest in coding as it helps to have an understanding of how all elements of what you are planning to create works. This way it can help you plan out how you are going to achieve your goals. Coursera (Google it) do offer some good courses for introduction to programming usually over 8 or so weeks.
If you have 0 experience in game design or programming, I would have a look at Scratch (Made by MIT). Granted you won't be creating the next CoD in it, but it will help you learn the basics.
I started off with the Unreal Engine but i've moved over to Unity now. It's very user friendly and I think its a good engine for beginners. It's also an extremely flexible engine that can be applied to a lot of different game designs. Have a look around for any Game Design Documents that have been released. The Grim Fandango design document got released by its creator a while ago but was rapidly pulled down by the games publisher, but if you can find it or anything similar defiantly worth a look. Seeing how professionals plan their games is always a plus.
