Unfortunately it looks like it's connected to the PlayStation and xbox systems, because they limit numbers of downloads/updates, by packing it all together as one package download they can get around the limitations, they just couldn't be assed to break it into bits for pc users.

When it come to the content again, sort of shafted by consoles, there's maximum size package limits too, so it looks like there's only going to be minor dlc stuff coming out of creator club. no new quests or followers only small simple stuff

It's a shame because there was a lot of good potential behind this idea and apparently Bethesda has paid the modders involved decently too.

The creation club update was incredibly frustrating, a 2.5Gb download, for a single player game, of stuff that I have to sign in to use and don't want to purchase.

I'm happy to have a paid mod system, but the implementation of this has been utterly cackhanded.
