Do Mob Numbers Increase At Later Levels in Oblivion ?

I am playing Oblivion and am a level 2 mage. The dungeons seem to be largely empty with just a few mobs here and there.

Do these places fill out more at later levels because it is pretty boring at the moment.

yes but the scaling seems to stop after 25 when only main story mobs scale with you i think the rest cap out i think or even if they get same level as you your armour skill and magic compensates for that.

p.s: yeah the number of mobs does increase till 25 i think but its all in proportion of what you supposed to handle at that level so it might seem harsh if you dont have armour and weapon as your major skills.

Yeh, a level two mage equipped with (no offense, we've all been there) fairly crap spells against a large mob would be a bit difficult, unless you had some decent area damage stuff.. fireballs all the way..

Slightly off topic here, but I found I could kill very hard mobs (they killed me in 2-3 melee hits) by staying in sneak and poping out from corners and back again (or just staying at very large range) and hitting them with my bow. I do 3x damage on each hit and stay 'hidden' cause they can't see me. Although my sneak level is at 118 it seems like a bit of a bug...
I don't mean to sound cold, or cruel, or vicious, but I am so that's the way it comes out.
