Think he is talking about Just Cause.

That phrase is used quite often when talking with characters and liberating villages.

Not a bad game at all must say, bit different than the GTA games but I've found that controlling the vehicles with the keyboard is quite poor and sluggish making life a bit more difficult.

I've only played the demo of Just Cause and it wasn't bad... But I wouldn't say it was anything particularly special. I really enjoyed it, sure, but the way that he ran coupled with the fact that my guns had infinite ammo and that I could fall at very high speeds to a car and just press Y to attach to it...

I dunno, bit too unrealistic for my tastes.

enemies respawning out of the ground untill you blow up some structure or other? nah were past that

I played the 360 demo and didn't really think much of it, like others have said, a tad unrealistic for my tastes.
