Unless you're an enterprise I'd consider using FOSS tools unless there's some requirements that only the Serena software meet? If you're buying bulk seats (though 10 isn't that many really) then contact the vendor directly.
If you're a startup shop then I would definitely recommend free or open source solutions, you can save capital for something else.
I'm an IT PM working in the pharma business and we use subversion for source/version control.

What we share with everyone is glum, and dark...
I've run PVCS tracker before , but I don't have much more experience other than administering it and adding the odd bit of detail to a defect.

Subversion is fantastic, free, it's robust, and there are plenty of free tools and plugins (tortoise for instance) for most IDEs and OSs. I use it at work and at home.
We still use bugzilla for bug tracking at work, but it's a bit rough round the edges and I'm sure there must be better things out there.
They told me I was gullible ... and I believed them.
^^ another vote for Subversion and bugzilla here - both free and robust tools...what is it about PVCS that attracts you to it compared to a free version?
PVCS is suckier than a sucky thing just avoid it.
CVS or subversion is the way forward.
use bugzilla for bug / feature tracking.
your friend will have spent £0 and will have a working system.
If they use Visual studio then visual source safe / team system is fantastic but it costs allot and isn't worth the extra cash over CVS in my opinion.

We use subversion and mantis at work, both free, both seem to work just fine.
Another vote for Subversion. Migrating from CVS to Subversion at work now. CVS is good, but Subversion is miles better......
I vote Subversion for version control and Trac for bug tracking.
We use them both here at work and they are great.
Oh and they are free!
