You're in a very small niche market. If you consider Dell are selling complete systems for a couple of hundred quid, how many people do you know who will pay for a 'decent' build?
The people you would need to pitch your business at are enthusiasts who know, and need the difference between a Dell special and a component built machine, and they will probably have the expertise or know someone who can do the work themselves.
If you've got your heart set on it, do it part time 1st. You should also probably look at doing corporate maintainence - there's more money in that.
Finally make sure you get decent insurance.

Make sure they sign contracts.
Make sure the contract states that if you accidently lose their files/kill everything, it's their problem.
And finally DO NOT QUIT THE NORMAL job.
Remember this - who what where how and why of marketing.
WHO are your customers?
WHERE can you find your customers?
WHAT are your services?
HOW will they know about them?
WHY will they pay for them?
