    Whaaa? How does that make sense?
    I don't understand how the Chinese government can enforce that, logistically..... I'm confused....

    It's really rather sad. It's not as silly as it seems since it effectively kills Bhuddism in Tibet, or at least allows China to select the new divine leader. It's a bit like big American business pricing anyone except their purchased puppets from standing for President so that they always get a malleable creep.
