For the record, my car is insured by Sheila's Wheels for the second year in a row, as they have been the cheapest both years (although it did require us ignoring the renewal and going through confused.com again to get a better quote...)
When renewed my car insurance last year I used Confused.com (or some other similiar site) and Shelias Wheels was the 5th cheapest, only £20 more than Esure (which I am led to believe is the same company). Was going to go with them for a luagh, but decided against it in the end.
OK, since I have been studying all night I will keep it short and I will copy some stuff from wiki. I will assume A Level stats knowledge
Insurance is a contract that pays out if an event happens. So insurance is priced purely by the risk of that event happening. There is a probability associated with this risk. Women have one probability distribution, men have another. Different demographics also have different distributions too (you might have seen insurance for old people). The insurance company has to decide whether to take this risk or not. There is no reason why they have to accept a contract that they don't want (eg insuring a man).

Clearly, selling woman insurance is a lot less risky than selling men's. They are completely different things! Its not illegal for Tesco to not sell Swedish apples to a Swedish guy when they sell English apples to an English guy. They are different products, just like insurance for men and women.
In short: They can to refuse you because you are a man. It might be wrong "morally" but just like a bank can refuse to give you a loan because you are a risk*, an insurance company doesn't have to insure you.
*you might be less of a risk than someone they would accept, but if you do not fit their requirements (eg they may be looking for people with a certain correlation to their current assets/liabilities) they will still reject you.

No, actually the car is registered to, and insured by, my wife, who is an woman.
However, they did bend their normally ultra-strict 'no men not never' rules (just this once, mind) to allow a white, middle class, educated, professional man be insured as a named driver. That's positive discrimination, in my book.
