I just checked again on that, its the passenger that is responsible if over 14:

The law on wearing seat belts in the UK

    and

    Adults
Drivers and adult front seat passengers in cars must wear a seat belt, unless they have a medical exemption certificate. Adults travelling in the rear of a car must also use seat belts, if they are fitted. It is the responsibility of the adult passenger (not the driver) to ensure that they are using the seat belt.

I was about to post that!!

Huh... someone beat me to it... seatbelt law AND the story itself.

To be honest... I was more wondering how any children would have seen it, at 60mph, on a motorway, when most children are too busy reading, playing computer games or arguing with their siblings to pay any attention to the world.

The BBC shouldn't post the picture really... yet again, since when have the BBC cared about propriety?

They do have the best stories though!
