Sounds all too familiar& can only assume is the result of stores of snot liquefying from the bottom downwards, while top snot layers are still doing the fiendish blocking-up-ness.*

A blocked nose like that is usually due to swelling, not a build up of mucus
don't blow yer nose. Lie down, and wipe it gently. The more you blow, the more irritated it gets and the more mucus it'll make. I tend to find just 5 minutes of lying down will loosen it all up, and gently evacuation is then all that's required to clear it.
OR, if you've got an asthma inhaler, the Ventolin will actually help clear your nose as it'll reduce the swelling in your mucus membranes![]()

I don't know the exact ration, I normally put about two teaspoons of salt for every 250 ml.
