It's a bit simplistic I guess, for all his faults I'm pretty sure Gordon Brown is not in favour of persecuting homosexuals, so asking him to apologise for something that was plainly not his fault is a bit silly. However I hope he will see fit to express his regret about the way a true British hero was treated by the UK government, of which he is now the leader.
