Step down adapters

There is a device I would like to import that operates at 110V/19W. If I buy, say this transformer (http://www.virtualvillage.co.uk/220v..._medium=shcomp), rated at 110V/30W, would it decrease the wattage according to what the device requires (19W)? And price wise is that reasonable, expensive or too cheap to be trusted?
