Take it to your nearest electrical retailer. Good old WEEE directive means they have to take it and recycle it. Though you might want to hold on to it if you think you will replace it with a Sony TV of 32" or above, because you would get at least £50 trade in against a sony for it.
My local council provide 3 free collections of bulky household items per year. Considering the cost of council tax these days, I don't know why it isn't offered by all councils. Yours is charging £35 per collection .
Personally, I'd just leave it outside the front garden for the local Eastern European scrap metal crew. I rarely have to use my council service, as anything with scrap value disappears within 24 hours.

every council that I've come across has had a recycling centre, take it there and it will be recycled free of charge.
Either trade it in if you want a new TV (not always the best way to save money though, often cheaper online), or if you just want rid then you can take it down to your local tip - they usually have a container where you can give them old monitors, TVs etc and they won't charge you a penny.
Doesn't help if you have no car though - in which case you are best phoning your local council to check what they do. Some of them will collect for a fee, others will do it for free on certain days of the month.
