No Room For A Road?

I wonder what the reasons for why they didn't decide to build a bridge over the building infront of it instead.

Chances are the road was there first and they build the building around it as opposed to chopping a hole through and existing building which I doubt the structure would have tolerated.

Seriously, guys, wikipedia:

In 1983, the redevelopment of the area was decided upon, but building permits were refused because the highway was already being planned to be built over this land. The property rights' holders refused to give up, and negotiated with the Hanshin Expressway corporation for approximately 5 years to reach the current solution.

So they were built at the same time, in collaboration. Elegant and simple, really...
