well I don't know about those two particular sites but the internet in general has been flaky today with some sites being nice and fast and others that are usually fast either throwing out errors or just taking ages to load.
Both seem fine to me.
EDIT: Actually, tell a lie, Wiley won't let me log in properly. I can view content that's free, but shibboleth appears to be screwed.

I *managed* to bleed some out of the Oxford site but like you say, Wiley is down with the Shibboleth issue here.

On the plus side, Jstor is still working, and that's the only one that matters
But the very articles i need are only available on Wiley.
