Hard to know without knowing what the guy's cane looks like. Katanas have wooden scabbards, some varients of the katana also don't have hilts. Then again the bobby shouldn't have fired at him until he actually brandished the blade. Plonker.
Oh well, at least the police apologised and admitted fault. US cops would have just said he looked shifty and tough titties.
To be fair it wasn't totally random - there were reports of a drunk mad with a sword in that area, and he was later found.

I can't help but think that the more people wandering the streets with guns, the more innocent people are going to end up shot, even if many of those carrying are police officers. Those carrying need intensive training, and careful psychological selection, which WILL NOT happen if all police are armed.
I don't much want to get shot with a tazer by PC Quickdraw or WPC Triggerhappy. It's an experience I can happily forego. But I'd much rather that, than by a 9mm.

So have they started handing out tasers to random constables now or was this a traffic cop? I was under the impression that at this point still only firearms officers and traffic cops had tasers!?
Well, if the challenge was "Police, put the sword down" then he may have felt it didn't apply to him. Being blind and innocent it's not hard to understand that when hearing the police shouting at someone that it wouldn't be aimed at you.
The taser is supposed to be a last resort weapon for when police feel they are being threatened, i can't imagine a scenario where a blind man walking along would have appeared threatning to the police.
I guess we'll never know the full details but "Taser can be used only where officers would be facing violence or threats of violence of such severity that they would need to use force to protect the public, themselves, and/or the subject(s)."
I suppose the obvious question is what was a blind man doing of such severity that not only warranted it, but that a police offer could not overpower him without the use of a Taser?
