In reality it's probably a request for a Branston or HP sauce replen.
Depenmds how it was encrypted. If it was a one-time pad and the original key is lost, it will be well nigh impossible to break. However, the name of the originator is known, so if the records are intact and it can be determined what mission he was on at the time, there is a possibility it could be decrypted.
