Directhex is right, it used to be lower. I thought it went up earlier than that, around the 2003 time, when we did the system rebuild, IIRC. But we did also have some teething problems with some things getting past the way the permission system was intended to be operating.
There are also a few other ways it could happen. One is that some categories of users, for instance, those representing companies like Scan, get a usergroup of their own with custom permissions, giving them some extra capabilities, like closing, deleting posts, etc. And typically, if they become ex-members of that group, they go into a full-fledged member group with standard full privileges for a member. Or it could be an ex-Mod, after a name change, though that, I think I'd remember. It could be an admin test account, though again, that doesn't fit real well with that account. But I do have an account used for test purposes, like, if implementing a new auto-promotion rule, I want to see that the rule works as designed, so I set up a test account or two, edit the properties to test criteria, and wait to see if the auto-promotion (or whatever) does it's thing as intended. That particular account certainly isn't mine, and doesn't look right for an admin test account, but ....
Most likely, I misremember the date of the change, but it could have been amended for some other reason. All I can say is it's rare, at least for me. I do seem to remember a member asking to change his name to Santa, just before Christmas. I did it and, IIRC, gave him an avatar instead of a mince pie, but that again could be my memory playing up. I can't think of any other times I've overridden the avatar setting, but it's possible there was a very good case, and exceptional reason.

just a point about recognising people by avatars. i'm on my 6th or 7th since I reached 500. so you can probably ignore mine, but my name being green makes it a bit more obvious that its one of 'the special ones'* posting, so ill be easy to spot anyhow
