FYI, because you are in the UK iirc, you can be in trouble for providing a list of proxies which have the intent of circumventing a geo-ip protection (no matter how worthless you consider such a thing) under section 2 of the computer miss use act 1990. IANAL, and that is my recollection from uni.
But tbh if someone asks such a question, its probably best not to help them without an understanding of what they want it for, facilitation is a crime.
