Surely the salvage operation was simply the right thing to do, regardless of the costs involved?
Stuff that costs a billion dollars is never done because 'it's the right thing to do'.
Presumably the insurance company is picking up the bill so consultants are doing everything possible to make it as expensive as possible.
Nope, the insurance company aren't covering all the salvage costs, likely related to the decision to attempt a maneavuer not previously tried, or the limitations contained within the policy on maximum payout.
