    This has bugged me since watching spocks, Why can't MI5 arrest people?

    You mean under what circumstances or just "why" in general ??

    Any government security service (be that police or MI5/MI6) can arrest ppl.

    1. MI5 is the "Secret Police"

    We are a civilian organisation and members of staff have no executive powers, such as the authority to detain or arrest people. We are not a "secret police force".

    Our investigations are shared with the police or other law enforcement agencies when there is a prospect of the arrest of people who are committing or planning criminal offences. Over a number of years we have developed and applied procedures that enable our intelligence to be admitted as evidence in criminal proceedings (see "Evidence and Disclosure"). In addition, we may recommend to the Home Office or to the Foreign & Commonwealth Office that known terrorists or foreign intelligence officers, for example, be refused entry to the UK or be deported or expelled. However, the decision whether to do so lies outside the Service.

    Heh "arrest" may not be allowed, but then again who does Mi5 report to?, who do they have to justify "detaining" people.

    Infact if it was a bad guy who wasn't in the public view, is there anything to stop them killing them?.

    MI stands for military intelligence (ok, a contradiction in terms) They are not a civil power but merely an intelligence gathering organisation. As such they need a civil authority to handle any arresting. Not that their finds aren't disclosed to and used by the police where the need arises.

    MI6s role is counter intelligence. Their thrust is to find people who are trying to nick our secrets. Normally the kind of people who can be either kicked out via diplomatic channels or arrested by plod cuz they don't have diplomatic immunity.

    We'd much rather put someone inside for a lengthy stretch than have them dumped in the Thames with a hole in the head.
