If Wisdom is the coordination of "knowledge and experience" and its deliberate use to improve well being then how come "Ignorance is bliss"
And people complain about censorship on the internet...
I don't think it is the officials thinking we are too stupid or comprehension failure, it is this ridiculous notion that no-one should be offended that seems to aptly explain doing things like this. Being offended is subjective and peculiar to the person being offended, they need to deal with that rather than the government; forcing everyone to bite their tongues for the sake of some people who can't handle others having differing opinions to them is ridiculous, we need differing views to help prevent extreme views taking hold. This art piece is a good example of mocking immigration views, I imagine the choice of birds is meaningful because they don't infringe on each others food source. It's meant to be offensive and those that take offence at it should think about that themselves instead of being shielded from that thinking.

The council are representatives of the people in their borough. Someone (maybe more than one) complained, so the council acted. So it is hard to 'blame' the council for acting as they did. It was subtle, very subtle, perhaps too subtle for some residents of the borough.
It was (presumably) council property and therefore the council can maintain it it in whatever colour or style it or public think fit.
If someone defaced my garage door with some drawing, whether it was Banksy or a six year old kid with a wax crayon, I have a right to remove it (although if it was Banksy, the door will be on eBay in fairly short order )
On the other hand, it has probably got wider exposure than it would have on if left in the bus shelter.

Presumably council were petrified of complaints of condoning/ignoring racism if they didn't do something, so HAD to act.

On reflection I did wonder whether someone with racist views complained because they were compared to flying vermin (assuming those are pigeons)...

Sadly it looks more and more people need things spelt out to them nowadays,since they are too lazy to think and need everything given to them on a plate so they can understand something.
So,its no surprise there are people who did not understand what the painting meant. They took it literally.
I do find it a little ironic that an anti-racism piece of art got removed due to the paranoia culture created by the PC gestapo.
Surely it is a balancing act? On one end of the spectrum, there are people who may be think to be removed, and on the other side of the spectrum, there may be people who think it is a masterpiece that should be preserved for eternity. Those who feel so strongly about the artwork would be just as vocal - yet I feel that people who have spoken against the removal here is doing it more on the basis of their views on political correctness than the actual work itself. I fall in the middle ground, not really caring if it is there or not there and I have a vague suspicion that the majority of the people probably do not care too much either (purely on an artwork perspective).
Onto the political correctness debate, I will keep my view simple: in the long term I would prefer to live in a country that is too "too politically correct" than the opposite. I do think there is a time and place for polical incorrectness (comedy act etc.), but the intent needs to be clear and the location relevant.
I also disagree with CAT's comment on being "too lazy to think". One thing I have noticed after spending over two years in Japan now (and spending far more time with locals than expats), is that.. try as I might, I do not always get their sense of humour, and vice-versa. Sure isn't a lack of effort. And even though one would expect people living in the same country as opposed to half-way across the globe to share similar sense of humour and such, those things change over time. And don't get me started on abstract art. Incidentally, I am pretty sure that I won't be the only person here who has tried pretty hard but still don't abstract art.
Yes, sometimes common sense is shown and a balanced view is shown, it just depends on the topic.
A small minority of people react strongly to things, both for and against its not one sided. Often this makes it "good for the media", which just makes things worse, as whatever story is published might take only one view of the issue.
