Would it not be better to do what we do and have cops/paramedics on fast motorcycles, then?
They seem to cover heavy traffic environments far faster than 4-wheeled vehicles...

You can carry more in a car though (even a small one like the Lotus). The UK mostly has first responders in cars, only London really uses the motorbikes AFAIK.
