As a fairly responsible dog owner, I'm an advocate for clearing up after your dog(s) - It's the law, it's the thing to do and so on... shame you can't enforce it for other animals, too.

But I would question the legality of his approach.
Not sure how common getting dog crap in one's eye and going blind from disease is - none of this mentality really existed when I was a kid and despite playing in all sorts of places, I never even got dog crap on me, let alone in my eye. It's not the sort of thing I would let get anywhere near my face.
